A halogen downlight pushes most of its energy out as heat, not light. That heat also works against you in summer. An LED globe makes the same light for a fraction of the watts, and runs cool.
Because downlights are usually installed in multiples and run during evenings, small per-globe savings multiply quickly across a whole ceiling. Swap twelve 35W halogens for 9W LEDs and you have taken hundreds of watts out of your evening load.
